Lara Nehman Zent has extensive experience in legal and executive roles within the water and environmental sectors, currently serving as Executive Director & General Counsel at the Texas Rural Water Association since October 2004. Previous positions at the association include Interim Executive Director, Deputy Executive Director, and General Counsel. Prior to this, Lara Nehman Zent was a Staff Attorney at the Texas Commission on Environmental Quality and practiced as an Attorney at Neligan & Averch. Early career experience includes serving as a Law Clerk for the United States Bankruptcy Court. Lara Nehman Zent earned a JD from Texas Tech University School of Law and a BA in History/Sociology from The University of Texas at Austin.

The Texas Rural Water Association is a statewide nonprofit educational and trade association dedicated to the improvement of water quality and supply. Our motto is "Progress Through Unity." Founded in 1969, TRWA represents a full spectrum of the rural water community including nonprofit water supply and sewer service corporations, special utility districts, municipal utility districts, WCIDs, small municipal utilities and privately-owned water utilities. Membership includes more than 750 water utilities in Texas who supply water to approximately 3 million people.
