William Max Duggan

VP of Federal Client Services at The Achieve Institute

Max Duggan is the Vice President of Federal Client Services. As Vice President of Federal Client Services, he is responsible for the support, growth, delivery, and development of the Achieve Institute’s services to the federal government sector.

Max has over 3 decades of experience both as a Us Army Officer and government contractor where he gained significant experience in building, managing and leading large and small teams to perform critical military operations in support of national security objectives. Expert in cross functional team building and leadership development to solve complex issues; with an adaptive leadership style to motivate different groups of individuals to achieve common goals.

Max is a Retired US Army Colonel, trained as a military Officer, with over 25 years of leadership, problem solving and management experience in numerous high level supervisory and command positions. Military experiences in tactical and strategic communications, Cyber Security, Cyberspace Operations and Enterprise Services. Has led at all levels of the military, both in combat and garrison environments. During Max’s military career he has planned, organized, executed, and supervised all aspects of military operations, from communications support, human resources, logistics support, (ordering/inventory control, dining facility operations, equipment maintenance support). Also responsible for the care and wellbeing of soldiers, their families and many other functions that are part of military life.

After military retirement, Max has over 8 years of experience as a federal government contractor. Responsible for the management of program budgets, schedule, and performance. Ensuring programs come in within time and cost. Responsible for the professional development, recruiting and hiring of personnel. Supported DOD and the Intelligence Community with CYBER technologies in the interest of National Security.
