Matthew Winegar serves as the National Executive Director of the American Youth Soccer Organization (AYSO) since June 2019. As Principal at SitesPacific, Inc. since May 2015, Matthew leads a firm specializing in land use, strategic planning, and management consulting. Previously, Matthew held the position of Senior Project Manager at Stantec from September 2016 to September 2018, focusing on planning services and business development. From March 1978 to May 2015, Matthew was the Development Services Director for the City of Oxnard, overseeing various departments including Planning, Building, Development, and Traffic Engineering. Educational credentials include a Bachelor of Arts in Public Administration, Planning, and Geography from California State University, Chico, earned between 1975 and 1977.

Established in 1964, AYSO is a national non-profit organization that develops and delivers quality youth soccer programs which promote a fun, family environment based on AYSO's Six Philosophies: Everyone Plays®, Balanced Teams, Open Registration, Positive Coaching, Good Sportsmanship and Player Development. Today, AYSO has 40,000 teams and more than 300,000 players. It also employs 23 people at the AYSO Office in Torrance, California to help support the volunteers that run programs in their local communities.
