Luis Cruz Miranda, P.E., M.S.C.E has over 27 years of experience in civil engineering and water resources. Luis is currently serving as the Chief Water Resources Engineer at The Balmoral Group, LLC, where they are responsible for analyzing, modeling, and designing storm water management systems, culverts, bridge hydraulics, and floodplain compensation. Prior to this, they worked as a Senior Civil Engineer / Project Manager at CES Consultants, overseeing the analysis, modeling, and design of water distribution systems, storm drainage, and sanitary sewers. Luis has also worked as a Senior Water Resources Engineer at CSA Group, Architects and Engineers, performing hydrologic-hydraulic studies for floodplains and floodways. In addition, they have experience as a Construction Project Manager for Iglesias Vazquez & Associates, where they managed infrastructure projects, and as a Civil Engineer at Iglesias Vazquez & Associates, involved in the design and modeling of water resources projects. Luis began their career as a Hydraulic Engineer at the US Army Corps of Engineers. Luis Cruz Miranda holds a P.E. license and an M.S.C.E degree.

Luis Cruz Miranda, P.E., M.S.C.E received their Bachelor's degree in Civil Engineering from the University of Puerto Rico-Mayaguez, where they studied from 1987 to 1992. Luis later pursued a Master of Science in Civil Engineering with a specialization in Water Resources Engineering from the same university, from 1993 to 1995.
