Jackson C. Tuttle, II

Jack served as City Manager of Williamsburg, Virginia from February 1991 until his retirement in June 2016. Previously he served as City Manager of Gulf Breeze, FL, and Assistant City Manager of Pensacola, FL, for a total of 38 years of local government service; plus four years active duty service in the U.S. Navy.

Jack earned his Bachelor of Arts from the University of North Carolina, Chapel Hill; and his Master of Public Administration from the University of West Florida, Pensacola. He completed the Senior Executive Institute at the Weldon Cooper Center for Public Service at the University of Virginia in 2002. From 2006 to 2017 he taught local government management as an Adjunct Professor for the Virginia Tech MPA program.

Jack is a life member of the International City/County Management Association and an ICMA Credentialed Manager. Prior to retirement, he served on the board of the Alliance for Innovation and as President of the Virginia Local Government Management Association. He currently serves as Vice Chair of the Williamsburg Health Foundation, and President of Virginians for High Speed Rail.

He is the recipient of the 2014 ICMA Career Excellence Award and the 2014 College of William and Mary Prentis Award. He is also an elder at Grace Covenant Presbyterian Church, and a retired Captain, U.S. Naval Reserve.
