John is a Certified Zoning Administrator with extensive experience in Planning and Community Development. He served as the Interim Planning Director/Zoning Administrator for Essex County, Director of Planning, Zoning, and Wetlands for Matthews County, and the Director of Community Development/Zoning Administrator for the Town of Dumfries. John earned his Masters in Urban and Regional Planning from Virginia Commonwealth University and has a B.A. in English from the University of Richmond.
