Tamarah Christian Holmes, PhD, currently serves as the Director of the Office of Broadband at the Virginia Department of Housing and Community Development, a position held since July 2014. Holmes has extensive experience in community development and policy, having previously worked as the Virginia Appalachian Regional Commission Program Manager and as the Associate Director for Policy and Strategic Development within the same department. Earlier roles include Community Development Block Grant Coordinator for Chesterfield County and Administrative Project Analyst for the City of Richmond. Additionally, Holmes served as the CLPPP Coordinator for the City of Newark and as Project Director at the New York Academy of Medicine. Educational qualifications include a PhD in Public Policy and Administration from Virginia Commonwealth University, an M.S. in Urban Policy and Analysis from The New School, and a B.A. in Political Science from Drew University.
