Helen Packard is an accomplished professional with extensive experience in data strategy and digital transformation within the financial sector. Currently serving in the Data Strategy Office at the Financial Conduct Authority since January 2023, Helen leads initiatives that enhance the FCA's Data Strategy and founded both the Digital Skills initiative and Data Ethics capability. Previous roles include chairing the BIS Europe RegTech SupTech Network, leading data transformation efforts at the Bank of England, and managing business transformations at Barclays. In addition to operational roles, Helen has been involved in politics as a city councillor and prospective parliamentary candidate. Helen is pursuing a postgraduate degree in Digital Education at The University of Edinburgh and holds a Master's in Entrepreneurship and Innovation from Birkbeck, University of London, along with a certificate in FinTech and Regulatory Innovation from the University of Cambridge.
