Frances Sheehan, CAP®, has an extensive work experience in the non-profit sector. Frances served as the President of The Foundation For Delaware County since 2017, where they successfully connected various entities to improve life in the county through grants, programs, and partnerships. Prior to that, they were the President and CEO of The Alliance for Health Equity (formerly Brandywine Health Foundation) from 2002 to 2016. During their tenure, they raised funds and distributed over $15 million to health providers and youth agencies, implementing numerous important initiatives. Frances also served as the President and CEO of Planned Parenthood Federation of America in Chester County from 1990 to 2002, where they made significant contributions to the organization's growth and stability. Overall, Frances Sheehan has demonstrated strong leadership and a commitment to improving communities through philanthropy and public health initiatives.
Frances Sheehan, CAP®, holds an MBA from the Fox School of Business at Temple University, which they obtained from 2000 to 2002 as part of their Executive Program. Frances also earned a BA with Honors in History from Wesleyan University between 1975 and 1979. In addition to their degrees, Frances Sheehan has obtained the Chartered Advisor in Philanthropy (CAP®) certification from The American College of Financial Services in 2020 and the Certified Fundraising Executive certification from the Association of Fundraising Professionals (AFP-IHQ) in June 2003.

A public charity founded in 2016, The Foundation for Delaware County is the largest philanthropy serving Delaware County. The Foundation partners with others to lead initiatives and programs that address the issues and challenges faced by Delaware County and its people. The Foundation is a community foundation, one of 780 across the country, it is headquartered in Media with offices in Eddystone, Upper Darby and Springfield. The Foundation makes grants to improve the well-being of the diverse residents in this thriving county, with emphases that include maternal and children's health, food insecurity, community and economic development, and support for those living with cancer. The Foundation for Delaware County also operates prestigious evidence-based programs such as Healthy Start, the WIC nutrition program, Nurse-Family Partnership, Housing Opportunities Program for Equity (HOPE), El Centro (a Hispanic resource center), and a health resource center for students in the Chester Upland School District.
