Conor O'Carroll is a seasoned expert in research and higher education policy, with extensive experience in peer review and funding strategy development. Currently serving as HRS4R Lead Assessor and Expert Reviewer at the European Commission since 2014, O'Carroll also chairs the Peer Review Panel at the Health Research Board and operates as an Independent Consultant for various national and international organizations. Previous roles include Interim Secretary General at Science Europe and Research Director at the Irish Universities Association, where O'Carroll established the Research Office to enhance university research policies. O'Carroll's significant contributions to European policy on researcher career development and mobility were made as the Irish Delegate and Chair of the SGHRM from 2007 to 2017. Educational qualifications include a PhD in Computational Physics from University College Dublin and the European Commission Joint Research Centre.
