Joseph Sutor

Joseph Sutor is a seasoned professional with extensive experience in engineering and public administration. Currently serving as the Planning and Design Services Manager for the Pennsylvania Turnpike Commission since June 2004, Joseph accepted a modified role in January 2023 to oversee the Design Services group while maintaining planning responsibilities, supervising 14 reports across five groups. Joseph’s previous roles include Planning and Environmental Manager, where responsibilities expanded to encompass environmental project and facility management, and Planning Manager, overseeing the Planning Unit's activities to ensure performance excellence. Prior to joining the Pennsylvania Turnpike Commission, Joseph worked as the Township Engineer, Public Works Director, and Community Development Director for Lower Paxton Township and held the position of Engineering Project Manager for Ephrata Borough. Joseph’s career began at Grinnell Corporation as a Plant Engineer and Maintenance Engineer. Joseph earned a Master of Public Administration from Penn State University and a Bachelor of Science in Civil Engineering from the University of Pittsburgh-Johnstown.
