Emma Borland has extensive experience in public sector management, particularly with the Scottish Government since June 2015, where roles have included Head of Portfolio Management Office, Head of DG Economy Strategic Support, and Head of Operational Governance. Key responsibilities have encompassed leading risk management, governance activities, and supporting economic policy development amid the COVID-19 crisis. Emma has also served as a Senior Economic Policy Officer and State Aid Analyst, providing strategic advice on EU competition law and economic policy. Prior to the current tenure, a brief engagement with the European Commission involved representing the UK in a public administration program. Educational qualifications include a Bachelor of Arts Honours in Human Resources Management and Services from Strathclyde University.
