Tom Winter

Tom Winter is an experienced professional in development management and planning policy, currently serving as the Head of Development Management & Compulsory Purchase at The Scottish Government since January 2020. Previously held positions include Head of Development Management and Policy Lead on a secondment basis. Additional experience includes serving as a Policy Lead at the Department for Communities and Local Government from February 2017 to December 2020, along with roles as a Senior Planner at Quod and a Senior Planning Policy Advisor at the Department for Communities and Local Government. Tom Winter began a career in planning with AECOM as a Planner from September 2008 to April 2012. Tom Winter holds a degree in Cities, Space and Society from both the University of Cambridge and The London School of Economics and Political Science (LSE).
