David Phelps

David Phelps is an accomplished professional with extensive experience in construction management and estimating. Currently serving as Program Director of Pre Construction at Tidewater Inc. since December 2021, David previously held significant roles at PATRIOT, including Director of Estimating and General Manager. David also founded and led Cost Estimating Services as Principal Owner, providing expertise in project development and cost estimation for various sectors. Additional experience includes senior positions at QSS International Inc., Stover Tile Resource, Creative Touch Interiors Inc., and M & W Mechanical, encompassing responsibilities in project management, team oversight, and estimating for government, residential, and commercial projects. Educational qualifications include a Bachelor of Business Administration in Project Management from ITT Technical Institute and an Associate's degree in Business Administration from the University of Phoenix.
