Francis Chan

Francis Chan serves as the Payment Risk Operations Lead at TikTok since August 2023, overseeing multiple teams within the US Data Security division and leading the successful launch of TikTok Shop’s e-commerce platform. Previously, Francis held the position of Principal Product Manager at Circle, focusing on compliance, risk, and financial technology, and served as Director of Payment Operations, managing crypto and fiat transactions. Prior experience includes leading product operations at Marqeta, as well as roles at PayPal, which included Senior Product Operations Manager and Business Operations Manager II. Early career highlights include positions at Cybersource and Google. Francis holds a Bachelor of Science in Computer Engineering from Santa Clara University.
