Jeff Marcell is a Senior Partner at TIP Strategies, a position they have held since December 1995. Prior to this, they served as the Business Development Director for the State of Texas from January 1994 to December 1995, and was responsible for business recruitment and expansion, as well as trade and research. From January 1990 to December 2009, Jeff was a member of the International Economic Development Council. Jeff also served as the Managing Director of AE Advisors in Austin, TX from January 1995 to December 2000, and as the Business Development Director of Washington Trade and Economic Development from January 1990 to December 1994. Additionally, Jeff is the Founder of Fat Tire Farm, which they founded in January 1987 and still partially owns today.

Jeff Marcell's educational career began with a BA in Political Philosophy from the University of Hawaii at Manoa. Jeff then pursued post-graduate studies in the same field at the University of Oregon. Finally, they completed their education with a stint at the University of Maryland, Munich.
