Currently serving as the Human Resources Manager for the Town of Blacksburg since September 1999, Elaine previously held positions as a Human Resources Consultant for Roanoke County and as a Human Resources Director at Cablevision and Davis Mechanical Contractors. Elaine holds a Bachelor of Science degree in Business from Radford University, where studies were completed from 1976 to 1979.
