Emile Cochet, MBA, MPP has a diverse work experience spanning several industries and government departments. Emile currently serves as a Senior Manager and Program Director at TQI Solutions, where they direct programmatic efforts for a $26 million Information Technology Governance and Mission Support contract. Emile serves as the primary liaison to the client, focusing on Financial Management, Funds Execution, C4/IT Portfolio Management, and Enterprise Architecture. Prior to their current role, Emile worked with the United States Department of the Navy as a Program Director and Strategic Business Consultant. In this capacity, they optimized a $3.5 million program finance activities with federal/state/local/industry partners to develop and acquire technological systems/solutions to counter threats posed by unmanned aircraft & underwater systems.

Emile also worked with the U.S. Department of Homeland Security as a Special Advisor to the Director. Emile acted as a special counselor to the Director of DHS Joint Task Force--East, where they directed and coordinated strategic planning of interagency engagements to combat transnational organized crime. Emile facilitated external outreach initiatives with key Legislative and Executive Branch officials.

Before joining DHS, Emile served with the U.S. Coast Guard in various roles. Emile was the Director of Law Enforcement/Homeland Security Operations, where they directed maritime law enforcement efforts and search and rescue operations. Emile also served as the Program Manager, Office of Budget & Programs, overseeing strategic objectives and financial evaluation.

Emile's earlier roles in the U.S. Coast Guard include commanding officer of the USCGC PEA ISLAND, congressional liaison in the Office of Congressional & Government Affairs, and executive officer of the USCGC PADRE and USCGC CHINCOTEAGUE. In these positions, they were responsible for the safe operation of various Coast Guard vessels and executing search and rescue, maritime law enforcement, and humanitarian operations.

Emile began their career as a deck watch officer on the USCGC MOHAWK, where they were responsible for the operation and safe navigation of the vessel and carrying out search and rescue and maritime law enforcement operations.
