Marshall Coover

Marshall Coover is an experienced professional in government affairs and environmental law, currently serving as the Director of Government Affairs at Treaty Oak Clean Energy since June 2023 and as a Mentor at Techstars since May 2023. Coover co-founded and led Duck Camp as CEO and CFO from January 2018 to October 2022. Previous roles include Principal at Texas Star Alliance, Senior Advisor and Chief of Staff at the Texas Commission on Environmental Quality, and Governmental Appointments Advisor/Counsel in the Office of the Governor of Texas. Coover's legal expertise was further developed through positions such as Assistant Attorney General for the Environmental Protection Division and Staff Attorney with the Texas Commission on Environmental Quality. Education includes an MBA from Texas McCombs School of Business, a J.D. from Texas Tech University School of Law, and a B.A. in History/Business Administration from The University of Texas at Austin.
