Andrew S. Paine

Andrew Paine is a partner and Co-Chair of Tressler’s Local Government Law practice. He concentrates his practice in the representation of Illinois park districts, municipalities, and other governmental entities in transactional and litigation related matters. Andrew has extensive experience in a broad array of local government matters, including real estate, land use and zoning, economic development, capital development and construction, annexation, boundary disputes, and board governance, as well as drafting and negotiating leases, licenses, easements and intergovernmental agreements.

Andrew also has extensive experience drafting and negotiating other forms of contracts, including those for procurement of services and products. In addition, he regularly counsels clients on Open Meetings Act (OMA) and Freedom of Information Act (FOIA), records retention, finance, appropriations, tax levies, election issues, tax obligations, ethics, Americans with Disabilities Act (ADA), Family and Medical Leave Act (FMLA), and employment issues.

Andrew has also litigated a variety of matters on behalf of Tressler’s government and private sector clients in both state and federal court, including construction claims, state agency enforcement proceedings, land use and zoning challenges, property damage claims, debtor/creditor disputes, commercial and residential foreclosure, contract disputes and post-judgment collections.

Andrew has been selected as an Emerging Lawyer by Illinois Leading Lawyers, an honor given to the top 2 percent of eligible lawyers in Illinois. While in law school, he was a legal intern with the Cook County State’s Attorney’s Office, Felony Trial Division. He was also a staff editor of the John Marshall Law School Journal of Computer and Informational Law.
