Kylie Bayer, MPA, SHRM-SCP, has a strong background in human resources and workplace diversity. Currently, they serve as the Human Resources Director for Tualatin Valley Water District, where they lead the organization's people management strategy, with a focus on classification and compensation, DEI strategy development, talent staffing, and fostering a supportive workplace culture.
Prior to this role, Kylie was the Human Resources Manager for the City of McMinnville from 2018 to 2022.
Kylie also has extensive experience with the Tualatin Hills Park & Recreation District, where they served as the Equity Coordinator from 2014 to 2018, developing and implementing diversity development plans, promoting an inclusive organizational culture, and filling in as the acting Human Resources Manager when needed. Before that, they were a Human Resources Assistant, responsible for tracking and routing key HR processes and supporting equitable recruitment strategies. Kylie also served as the Community Outreach Coordinator, coordinating programs to reach out to underrepresented communities and facilitating communication between different departments involved in park projects.
Kylie Bayer, MPA, SHRM-SCP, obtained their Master's Degree in Public Administration from Portland State University, where they studied from 2013 to 2016. Prior to that, they earned their B.A in Early Childhood Education and Teaching from Western Oregon University, attending from 2005 to 2009. In 2008, they also studied Spanish and Migration Studies at Universidad Latina de América, A.C. Additionally, they hold certification as a Senior Certified Professional from the Society for Human Resource Management (SHRM-SCP), achieved in February 2021, and as a Certified Park and Recreation Professional from the National Recreation and Park Association, obtained in September 2016.

TVWD provides water to about 220,000 people over more than 44 square miles of Washington County, Oregon, including portions of Beaverton, Hillsboro, Tigard and Unincorporated Washington County. We are very fortunate to have: several high quality water sources and are constructing an additional resilient supply system from the Willamette River in partnership with the City of Hillsboro and the City of Beaverton.
