Muttalip Tulgar

Muttalip TULGAR is a seasoned professional in information security, currently serving as the Lead Information Security Professional at Turkcell since April 2023. Prior to this role, Muttalip TULGAR held several key positions at TÜBİTAK BİLGEM from 2016 to March 2023, including Cyber Security Chief Specialist, Chief Information Security Officer, and Security Operations Manager. Muttalip TULGAR also served as Information Technology Manager at Bilfen Şirketler Topluluğu from 2005 to 2015 and worked as a Network Specialist at Siemens between 2002 and 2004. Muttalip TULGAR holds a Bachelor's degree in Computer from Middle East Technical University and two Master's degrees, one in Information Security Engineering from İstanbul Şehir University and another in Cyber Security from İstanbul Ticaret University.
