Jason Hicks is an experienced manager with a strong background in security operations, emergency preparedness, and fleet management. Currently serving as the Manager of Security and Emergency Preparedness at Turlock Irrigation District since August 2003, Jason directs, plans, and audits district-wide security and emergency response measures. Previous roles include managing transportation and facilities, overseeing fleet assets, and serving as a Total Productive Maintenance Supervisor at Amtex Inc. Jason holds a Bachelor's degree in Operations Management from California State University, Stanislaus, and has completed advanced training in emergency management and fleet management, including certifications from the Federal Emergency Management Association and NAFA Fleet Management Association. Additionally, Jason has held leadership positions within the NAFA NorCal-Northern Nevada Chapter, including Chapter Chair and Vice Chair.

Turlock Irrigation District

Established in 1887, the Turlock Irrigation District is the first publicly owned irrigation district in the state and one of only four in California today that also provides electric retail energy directly to homes, farms and businesses. Organized under the Wright Act, the District operates under the provisions of the California Water Code as a special district. TID is also an independent control area and is governed by a five member Board of Directors.
