Carol Dover is an accomplished finance professional with extensive experience in senior finance roles across various organizations. Currently serving as Deputy Chief Executive and Director of Resources at Two Rivers Housing since March 2019, Carol previously held the position of Head of Finance at Connexus from March 2014 to March 2019. Prior roles include Deputy Director of Finance at the University of Worcester and Head of Finance at Marches Housing Association Limited. Carol's expertise encompasses financial resource management, budget planning, statutory account production, and team leadership, with a strong emphasis on developing and implementing financial strategies aligned with organizational goals. Carol holds a Bachelor's Degree in European Finance & Accounting from Leeds Beckett University and a Le Certificat Supérieur Européen from EM Normandie Business School.

Two Rivers Housing

We are a housing charity managing approx 4,000 homes for low-cost rent throughout Gloucestershire and Herefordshire. We believe in 'creating great homes and supporting communities'​ to benefit both our tenants and the wider area we serve. We have an active programme of building new affordable homes to meet demand and help sustain rural communities that would otherwise struggle to survive. In many cases, it also gives people who already live or work in the area - some of whom are on low incomes - the chance to stay in a community they know and where they have existing friend and family networks. We also work with local businesses wherever possible in a bid to reduce the miles travelled and support the local economy. Tandem Living is our commercial house-building arm and all surplus generated is invested in building more affordable homes for rent and Shared Ownership. We also have two social enterprise subsidiary businesses - Centigen Facilities Management and TwoCan estate agency - specifically set up to gift all profits to our charity so that we can continue our vital work. We are proud to be a Best Companies Top 100 employer (not-for-profit category), we were a 'Best Place to Work'​ finalist in the Gloucestershire Business Awards, and we have held Investors in People ‘Gold’ and RoSPA 'Gold'​ for several years. We’ve also won awards for our apprenticeship training programme. Our purpose-built office in Newent is light, bright and modern and has earned the BREEAM 'Excellent'​ accreditation for sustainability and energy-efficiency.
