Gregory Estep

Gregory (Greg) Estep assumed the role of Acting Managing Director of Official Journals of Government on February 1, 2021. In this capacity, he oversees the Official Journals of Government business unit. This unit includes the Office of Congressional Publishing Services, which serves as the liaison for print and electronic product requests between GPO and Congress; the Office of the Federal Register (OFR) Publishing Services, which supports and monitors the administrative and production requirements for all official OFR documents produced by the GPO; and the Congressional Record Index Office, which is responsible for creating an index to the congressional proceedings, bills and resolutions, floor statements, submitted remarks, and all supporting documents that appear in the Congressional Record.

As the Deputy Managing Director of Plant Operations, Estep reports to the Managing Director of Plant Operations and assists in the day-to-day operations of Facilities Services. The Plant Operations business unit is responsible for some of GPO’s most important products including the Congressional Record, Federal Register, White House print materials, and other congressional and executive branch products and services. Estep has overseen the implementation of XPub, GPO’s new digital technology for XML-based publishing which replaced GPO’s more than 30-year-old MicroComp system. With the implementation of XPub, GPO is able to simultaneously publish all legislative documents in a variety of print and digital formats in a timelier manner.

Estep brings more than 25 years of printing production experience to GPO. He started in the printing trade in 1996 as a Superintendent at The Washington Post where he led the start-up of a new $125M state-of-the-art printing facility. In 2006, Estep became Production Manager at The Richmond-Times Dispatch where he led all Plant Operations. In 2009, Estep joined GPO as an Assistant Superintendent of Congressional Services. He went on to be the Assistant Superintendent of Press, Superintendent of Press, and Deputy Director of Plant Operations.

During his tenure at GPO, Estep has been an advocate for the ongoing plant modernization in Plant Operations. He was part of the team that led to GPO’s 2019 purchase of six new digital inkjet presses to streamline production and allow the agency to automate its workflow from the start of a project to final publication. He helped implement the Lean Six Sigma methodology in GPO’s Plant Operations.

Estep holds a bachelor’s degree in Management from Rochester Institute of Technology in Rochester, New York.
