Richard G. Davis

CTO at U.S. Government Publishing Office

Ric Davis is the agency’s Chief Technology Officer, a position he has held since 2011. In this capacity, he is responsible for the management, development, and support of GPO’s GovInfo (www.govinfo.gov). GovInfo is GPO’s digital system that provides the American people a one-stop site to authentic, published information on the Federal Government. During Davis’ leadership, GovInfo became the only ISO Certified Trustworthy Digital Repository in the world. Additionally, GovInfo saw a 33 percent increase in Government information added during the COVID-19 pandemic.

Davis is also responsible for GPO’s Programs, Strategy, and Technology business unit, which manages agency programs and strategic priorities.

Davis has held various leadership positions in fulfilling GPO’s partnership with the nation’s library community. The Federal Depository Library Program (FDLP) dates back to the 19th century and ensures the American people have access to Government information. Davis served as Acting Superintendent of Documents; Director, Library Services and Content Management; and Director, Office of Electronic Information Dissemination Services.

Prior to joining GPO, Davis worked in the private sector at RJR Nabisco. Davis earned a Master of Arts degree at the College of William and Mary, Bachelor of Science degree at James Madison University, and completed additional graduate work at Virginia Tech.
