Patrick Kelly has a diverse work experience in various leadership positions. Patrick served as the Division Chief, Assessments at U.S. Indo-Pacific Command starting in January 2022, and previously held the role of Division Chief, Functional Plans at the same command from May 2020 to January 2022. Prior to that, they were the Director of Regional Engagements at U.S. Marine Corps Forces, Pacific from May 2018 to May 2020. Patrick also worked as a Senior Operations and Plans Analyst at AECOM/URS/EG&G, providing expertise support at U.S. Pacific Fleet Headquarters from June 2017 to May 2018. Patrick served as the Deputy Director of Pacific Outreach at U.S. Pacific Command from December 2014 to May 2017. Patrick began their career in the U.S. Navy as a Surface Warfare Officer in May 1987, and held various roles until their retirement in May 2017. Notably, they served as the Commanding Officer of USS CHOSIN (CG 65) from September 2011 to November 2014, and as the Assistant Chief of Staff, Operations at Carrier Strike Group ONE from August 2010 to August 2011. Patrick also worked in strategic roles at U.S. Pacific Command, including Director of the Strategic Focus Group from August 2009 to July 2010, and Division Chief of Southeast Asia Policy from May 2007 to July 2009. Patrick served as the Commanding Officer of USS MOMSEN (DDG 92) from December 2004 to April 2007.
Patrick Kelly attended the United States Naval Academy and obtained a Bachelor of Science (BS) degree in General Engineering in 1987. Patrick then pursued a Master of Science (MS) degree in Electrical Engineering at The George Washington University, completing their studies in 1994. Additionally, they enrolled in the U.S. Naval War College and earned a Master of Arts (M.A.) degree in National Security and Strategic Studies in 2000.
