Shelby Splinter

Shelby Splinter is an experienced Sr Project Manager with a strong background in both business and IT projects. Currently serving at UCare since March 2023, Shelby previously held a similar role at Blue Cross and Blue Shield of Minnesota from November 2009 to March 2023. Throughout this career, Shelby has managed portfolio and vendor relationships while overseeing complex work efforts that span multiple programs and projects. Education includes a Project Management Professional certification and Certified Scrum Master credential obtained from the Project Management Institute in August 2009, along with a commitment to continued learning in the field.
