Julia Phelan

Julia Phelan, Ph.D., is a seasoned educator and learning engineer, currently serving as a co-founder and Chief Learning Engineer at To Eleven, LLC since June 2017, where the focus is on enhancing teaching and learning experiences through learning engineering principles. In addition to their role at To Eleven, Julia is an Advisory Council Member for the Big Futures Advisory Council at Big Brothers Big Sisters of America and serves on the ATD25 Program Advisory Committee, where Julia reviews and recommends educational programming. Julia is also an instructor at UCLA, engaging in a collaboration with Shanghai Soong Ching Ling School, and works as a Senior Researcher and Project Director at CRESST National Center, evaluating the College Readiness Program and promoting understanding of learning science principles. Julia earned a Ph.D. in Education from the UCLA School of Education and Information Studies and a B.A. in Psychology from UCLA.
