Cecile Barayre-El Shami has extensive work experience in the field of e-commerce and digital economy. Cecile is currently serving as the Chief of the Capacity Building Section in the E-Commerce and the Digital Economy Branch at UNCTAD since December 2021.
Prior to their current role, Cecile worked at UNCTAD for over two decades, starting in September 2000. During their time at UNCTAD, they held various positions, including Program Manager, where they led the Programme on eTrade Readiness Assessments from July 2016 to March 2020. In this role, they focused on assessing the readiness of various countries for engaging in e-commerce activities. Cecile also served as the E-Commerce and Law Reform Program Manager in the ICT Analysis Section from June 2005 to March 2020, where they worked on integrating e-commerce with legal frameworks.
Before joining UNCTAD, Cecile worked as a Regional coordinator for the Trade Point Programme and ASYCUDA at the United Nations Conference on Trade and Development from March 1997 to January 2000.

Cecile Barayre-El Shami pursued their education in various institutions. In 1989 to 1992, they obtained a Licence in Political Science and Administration from Sciences Po Toulouse. During the same period, they also obtained another Licence in Droit Public from Université Toulouse 1 Capitole. In 1992 to 1993, they pursued a Master's degree in International Public Law at University College Dublin. Finally, in 1993 to 1994, they completed a DESS Administration Internationale with a specialization in Droit International Public at Panthéon-Assas, Université de Paris II.
