Justin Holder

Justin Holder has extensive work experience in the field of geographic information systems (GIS) and infrastructure development. Justin currently holds the position of Senior OSP Engineer at Underline, where they are involved in designing, financing, and constructing open access fiber-optic networks across the United States. Prior to that, Justin worked as a Geographic Information System Specialist at Plummer Associates, Inc. In this role, they utilized GIS technology to analyze and manage geographic data.

Before joining Plummer Associates, Inc., Justin worked as a GIS Developer at Foresite Group for three years. Their responsibilities included creating custom ArcGIS web maps, dashboards, and geoprocessing services, as well as managing databases and automated processes related to telecom design layout. Justin also played a key role in streamlining QA/QC processes and offering insightful solutions to improve project workflows. Additionally, Justin provided mentorship to colleagues on GIS-related tasks.

Justin has also worked as a GIS Analyst at Ervin Cable Construction LLC, where they focused on analyzing and solving issues related to fiber optic design layout using GIS tools. Prior to that, they worked as a GIS Analyst at Actavo, where they developed and maintained an automated QA/QC procedure and worked on database management and data implementation in ArcSDE.

During their tenure at City of Austin, Justin worked as a GIS Technician, digitizing storm water features into ArcMap and analyzing engineering plans to determine which drainage features should be included in the digitization process.
