Jennifer Phan currently serves as the Deputy City Manager for the City of Union City since November 2022. Prior to this role, Jennifer held multiple positions at the City of Foster City from June 2014 to October 2022, culminating in the Deputy City Manager role, and previously worked as a Principal Management Analyst, Management Analyst, Office Assistant II, Office Assistant I, and City Clerk Department Intern. Jennifer gained experience as an Office Administrator at Lighthouse Management Group, Inc. and as a College Program Intern at The Walt Disney Company. Jennifer's early experience as a restaurant hostess involved guest assistance, problem-solving, and cross-training across various roles. Jennifer Phan holds a Bachelor of Arts in Political Science and Government from UC Irvine and an Associate of Arts from De Anza College, alongside completing high school at Yerba Buena High School.
