Marc-Andre Periard has extensive experience in emergency medical services, currently serving as Chief and CEMC at the United Counties of Prescott and Russell since January 2004, where previously held titles include Paramedic Deputy Chief and EMS Supervisor. Prior to this, Marc-Andre worked as an Advanced Care Paramedic at Ottawa Paramedic Service from January 2001 to January 2004 and held similar roles at ROAS from July 1990 to December 2000. Education includes an Advanced Care Paramedic degree from The Michener Institute in 1999 and studies at Algonquin College of Applied Arts and Technology from 1989 to 1990, along with completing high school at Garneau High School from 1983 to 1988.

The Corporation of the United Counties of Prescott and Russell (UCPR) was created in 1820 to serve the municipalities included on its territory. The role of the regional government is to deliver services of regional interest or are too expensive for a single local municipality. The mayor of each municipality sits on the Council of the United Counties of Prescott and Russell and the residents of the eight municipalities contribute to the funding of the regional government through property taxes. The Main Office of the United Counties of Prescott and Russell is located in L'Orignal, in the Township of Champlain.
