Anthony Fisher

Deputy Associate Administrator for Commercial Sealift at United States Merchant Marine Academy

Anthony Fisher is currently the Deputy Associate Administrator for Commercial Sealift at the United States Merchant Marine Academy. Anthony has over 20 years of experience in the transportation industry, working in various roles including as a transportation policy lead, contracting officer, and congressional liaison.

Fisher began their career in 1999 as a vessel chartering broker with International Services Corp. / Pacific Cargoes Inc., where they worked exclusively with federal agencies and private sector clients. In this role, they were responsible for liaising with foreign governments and humanitarian organizations to ensure the safe delivery of large-scale humanitarian aid. Anthony also served as the exclusive agent for the purchasing and transport of fuel oil to North Korea under the “1994 Agreed Framework”.

In 2005, Fisher joined USAID as a transportation contracting officer and congressional liaison. In this role, they served as the Agency lead for transportation policy covering the majority of the U.S. Government’s humanitarian relief programs. Anthony also managed all corporate IT systems, including website and network server functions.

Fisher’s experience in the transportation industry, coupled with their experience in managing corporate IT systems, makes him uniquely qualified for their current role as Deputy Associate Administrator for Commercial Sealift at the United States Merchant Marine Academy.

Anthony Fisher has a Master of Arts in National Security and Strategic Studies from the U.S. Naval War College and a Bachelor of Science in Marine Transportation from the United States Merchant Marine Academy. Anthony also has certification from the Federal Acquisition Institute (FAI) in Federal Acquisition Certification - Contracting (FAC-C) and from the U.S. Coast Guard in Merchant Marine Officer's License - 3rd Mate, Unlimited Tonnage.

Their manager is Jack Buono, Superintendent. They are on a team with Lonnie Kishiyama - Director, Office of International Activities, Delia Davis - Associate Administrator for Administration, and Corey Beckett - Associate Administrator for Budget & Programs.
