Carlos Ortiz is a seasoned procurement professional currently serving as a Senior Procurement Analyst at the United States Southern Command since June 2023, where responsibilities include analyzing contracting matters and developing related policies and procedures. Prior experience includes serving as a Contracting Officer’s Representative at the Naval Surface Warfare Center from November 2015 to June 2023, overseeing financial management tasks and procurement processes. Carlos also held the role of Purchaser, managing procurement data and ensuring operational efficiency. A retired United States Marine, Carlos served in the U.S. Marine Corps from 2002 to 2005 and in the Marine Corps Reserve until 2023. Carlos holds a Master of Science in Contract Management from the Naval Postgraduate School and an MBA from Florida International University.

United States Southern Command

The United States Southern Command (USSOUTHCOM), located in Doral, Florida in Greater Miami, is one of ten Unified Combatant Commands (CCMDs) in the United States Department of Defense. It is responsible for providing contingency planning, operations, and security cooperation for Central and South America, the Caribbean (except U.S. commonwealths, territories, and possessions), their territorial waters, and for the force protection of U.S. military resources at these locations. USSOUTHCOM is also responsible for ensuring the defense of the Panama Canal and the canal area. As explained below, USSOUTHCOM has been under scrutiny due to several human rights and rule of law controversies in which it has been embroiled for nearly a decade.
