Eddie Marin-Ruiz is a seasoned professional with extensive experience in defense and budget management. Currently serving as a Budget Officer at the Security Cooperation Office since December 2022, Eddie also holds a position as a Security Cooperation Officer with the United States Southern Command since June 2015. Previously, Eddie was the Chief of Cost Estimating in the Earned Value Management Systems Branch of the Special Programs Directorate at the United States Space Force from January 2010 to December 2022. Eddie's earlier experience includes serving as the IMA to Chief of the Foreign Military Sales Branch at USCENTCOM from January 2009 to June 2015. Educationally, Eddie holds a Master of Science in Cost Estimating and Analysis from the Naval Postgraduate School and a Bachelor of Science in Finance from the University of Central Florida, along with studies at Air University in the Air Command and Staff College.

United States Southern Command

The United States Southern Command (USSOUTHCOM), located in Doral, Florida in Greater Miami, is one of ten Unified Combatant Commands (CCMDs) in the United States Department of Defense. It is responsible for providing contingency planning, operations, and security cooperation for Central and South America, the Caribbean (except U.S. commonwealths, territories, and possessions), their territorial waters, and for the force protection of U.S. military resources at these locations. USSOUTHCOM is also responsible for ensuring the defense of the Panama Canal and the canal area. As explained below, USSOUTHCOM has been under scrutiny due to several human rights and rule of law controversies in which it has been embroiled for nearly a decade.
