Michelle Garber

Vice President, Enterprise Resource Planning at Universal Service Administrative Co. (USAC)

Michelle Garber is an experienced leader in financial operations and program administration, currently serving as Vice President of Enterprise Resource Planning and Vice President of the Lifeline Program at the Universal Service Administrative Company (USAC) since May 2003. In these roles, Michelle oversees a 48-person division and around 200 contractors, managing a $50 million annual budget dedicated to the Lifeline Program, which allocates $1.5 billion annually in discounts to 10 million low-income households. Previously, Michelle held positions as Senior Director of Financial Operations and Director of Financial Operations at USAC, where responsibilities included managing billing and collection for a $9 billion universal service fund. Earlier in career history, Michelle worked at IBM as a Billing Manager and Consultant. Michelle earned a Bachelor of Business Administration in Finance from JMU College of Business between 1997 and 2001.
