Teresa Vargas has extensive experience in the field of legal informatics, currently serving as the Director of the Departamento de Derecho Informático y de las Nuevas Tecnologías at Universidad Externado de Colombia since April 1988, where responsibilities include the creation and development of legal databases. Previously, Teresa held the position of Directora General Informática (e) at the Ministerio de Defensa from September 1991 to December 1992, focusing on the development of legal databases pertinent to the ministry. Teresa's academic background includes a DEA and Doctorate in Derecho Informático from Universidad Complutense de Madrid (2005-2008) and a law degree from Universidad Externado de Colombia (1981-1985).
