David Fenkel

David Fenkel is an experienced procurement professional with a strong background in leading procurement services at prominent institutions. Since March 2020, David has served as Associate Vice President and Chief Procurement Officer at the University of Delaware, focusing on cost savings, quality, supplier management, and strategic sourcing. Previously, from October 2014 to March 2020, David was the Director of Procurement Services at Rutgers University, overseeing $2 billion in annual spend and managing a team to enhance procurement processes and relationships with strategic suppliers. David also held positions at University Hospital and UMDNJ/Rutgers, where David managed significant procurement spends and contracts. David holds a Doctor of Law (JD) from the University of Tennessee College of Law and a Bachelor of Arts from Rutgers University.
