Scott Bitner was promoted to the position of University of Maryland, Baltimore (UMB) vice president for finance and auxiliary services and deputy chief financial officer (CFO) in March 2022. He has worked at UMB since 2012 and has more than 30 years of financial leadership experience.
Bitner’s units of responsibility include Sponsored Projects Accounting and Compliance (SPAC); Budget and Financial Analysis; Central Administrative Support Services (CASS); Office of the Controller (OOTC); Business Applications; Change Management and Advisory Services (CMAS); Strategic Sourcing and Acquisition Services (SSAS); Parking and Transportation Services (PTS); and the Donaldson Brown Riverfront Event Center.
Bitner was UMB’s associate vice president of budget and finance from August 2012 to September 2018, when he was named senior associate vice president of finance and auxiliary services and deputy CFO. He also served as interim chief financial officer from November 2015 to July 2016. He assumed responsibility for SSAS in September 2018 and Auxiliary Services, which includes PTS and Donaldson Brown, in June 2019.
Bitner, who co-chairs the UMB Funding Model Workgroup, also was co-executive sponsor of the team that oversaw the two-year planning process, overhaul, and implementation of UMB’s financial and reporting system, Quantum Financials.
Before joining UMB, Bitner worked as vice president of finance and CFO of Ultra Electronics-Criticom in Lanham, Md., from 2008 to 2012, and was a financial planning and analysis manager for Honeywell Technology Solutions in Columbia, Md., from 2007 to 2008. From 1992 to 2007, he worked for the Johns Hopkins University Applied Physics Laboratory in Laurel, Md., starting as a staff accountant and working his way up to group supervisor of accounting and finance (controller). He started his professional career in 1990 as a senior accountant for KPMG International in Baltimore.
Bitner earned a bachelor’s degree in accounting from Penn State University and a Master of Business Administration degree from Loyola University Maryland. He also holds a certificate in government contracting from George Washington University and is a certified public accountant in the state of Maryland. He participated in the National Association of College and University Business Officers’ fellows program in 2017-2018 and the UMB President’s University Leadership Program in 2019-2020.
