Ellen Herbst is the Vice Chancellor of Administration & Finance at the University System of Maryland. Prior to this, they served as the Chief Financial Officer and Assistant Secretary for Administration at the U.S. Department of Commerce from January 2005 to November 2017. In this role, they were responsible for the financial management, internal controls, budget administration, and procurement of $3.3B in annual spend for the Department of Commerce.

Ellen Herbst has over 30 years of experience in government financial management. Ellen began their career as a staff accountant with the U.S. General Accounting Office and then served as a financial analyst with the U.S. Office of Management and Budget. Ellen later served as the Controller for the U.S. Department of Housing and Urban Development before joining the U.S. Department of Commerce in 2005.

Under Ellen Herbst's leadership, the U.S. Department of Commerce has been recognized for its innovative approaches to shared services and risk management. In 2016, they were awarded the Federal Computer Weekly Top 100 Leaders award in recognition of their work in these areas.

Ellen Herbst received their Executive MBA from The Wharton School and their Bachelor of Science in Accounting, Economics from the University of Delaware.
