Jessica Foster

Jessica Foster currently serves as the President and Chief Operating Officer at Upstream USA, leading efforts to provide equitable, patient-centered contraceptive care. Previously, Jessica held the role of Senior Advisor at the Administration for Children and Families, focusing on legislation related to the Children’s Bureau. With over a decade at Youth Villages, Jessica established significant partnerships, improved data practices, and emphasized Diversity, Equity, and Inclusion initiatives. Additionally, Jessica has contributed to various organizations, including Chief, CASA DC, and Results for America, and has a strong consulting background with The Boston Consulting Group. Jessica Foster holds an MBA from The Wharton School and a BA in Public Policy from Brown University.
