Leon Fraser is an accomplished procurement professional with extensive experience in managing procurement processes across various sectors. Currently serving as a Corporate Compliance and Procurement Manager at Urban Development Corporation since May 2019, Leon has ensured adherence to the GOJ Public Procurement Act. Previous roles include Procurement Manager at Digicel Foundation and Project Procurement Officer at the Ministry of Science, Technology, Energy and Mining, where Leon managed significant procurement initiatives. Leon’s background also includes leadership positions at the Ministry of Education of Jamaica, Jamaica Social Investment Fund, and Kingston Terminal Operators Limited. Academically, Leon holds multiple degrees, including master's degrees in Procurement and Spanish Translation, alongside ongoing studies in Educational Management.

It is a group of companies with subsidiaries that include the St. Ann Development Company, Caymanas Development Company, Runaway Bay Water Company and the Ocho Rios Commercial Centre. Attractions managed include Dunn's River Falls, Laughing Waters/Pearly Beach, Green Grotto Caves, Walter Fletcher Beach, Reach Falls, Long Bay Beach, Turtle River Park and Ocho Rios Bay Beach.
