Radm Jim Waters

RADM Jim Waters currently serves as the Commander of Navy Recruiting Command, leading a team of over 6,000 personnel to recruit more than 50,000 new Sailors annually for the United States Navy. Previously, Jim held several leadership roles, including Director of Enterprise Support at MyNavyHR, where Jim established a vision for a transformative HR IT system, and Director of Military Personnel Plans and Policy, implementing innovative retention policies. As Commander of Submarine Group 2, Jim directed logistics and operations for a significant fleet. Jim's earlier positions included leadership roles within the U.S. Pacific Fleet and significant contributions to developing human-machine teaming concepts. Jim earned a Bachelor of Science in Systems Engineering from the United States Naval Academy and a Master of Arts in Philosophy and Theology from the University of Oxford.
