Bill Orr

Director, Submarine Survivability, Escape and Rescue

Bill Orr is the Director of Submarine Survivability, Escape and Rescue at the U.S. Navy, a position held since 2014. Prior to this role, Bill served as Commanding Officer of the USS GRASP ARS-51 from 1995 to 1997 and as Deputy Director of Deep Submergence Systems, supporting various navy programs related to unmanned vehicles and submarine rescue. Bill also worked as the U.S. Submarine Force Escape and Rescue Officer from 2004 to 2021, where they developed a global web-based rescue coordination system that played a crucial role in international submarine rescue operations. Bill holds a Master's degree in Public Administration from Auburn University at Montgomery and a Bachelor of Science in Industrial Management from Georgia Tech Scheller College of Business.
