Joseph Acosta

Joseph Acosta is a seasoned executive with extensive experience in information technology and cybersecurity, currently serving as the OPNAV Deputy CIO/CTO for the US Navy since August 2005. Acosta has demonstrated a strong leadership role in transforming the Navy’s Personnel Command by consolidating 55 systems into a single family of systems. Prior roles include serving as the Chief Information Security Officer for the States of Maine and Kansas, where significant IT transformations were accomplished. Acosta also held the position of Chief Information Officer at GEHA, leading technology initiatives for a large organization. Earlier in the career, Acosta served as the CTO for the USDA/FSA, focusing on agency-wide IT programs and modernization efforts. Acosta's expertise is further complemented by experience at Accenture, managing testing for complex telecom systems. Acosta holds a Bachelor’s degree in Economics from The University of Kansas and a Master’s degree in Information Systems from the University of Maryland.
