Elda M. Espinoza

Elda M. Espinoza has a long history of work experience in environmental compliance and management. Elda M. began their career in 2000 as an Environmental Investigator with the Texas Commission on Environmental Quality. In 2009, they moved to the Brownsville Public Utilities Board as a Regulatory Compliance Specialist. From 2010 to 2015, they were an Adjunct Instructor with the Texas A&M Engineering Extension Service. Elda M. then worked as an Environmental Specialist with Martin Marietta from 2015 to 2018. Most recently, they have been the Environmental Manager at Capitol Aggregates, Inc since 2018 and will become the Environmental Compliance & Land Manager at USA Rare Earth, LLC in 2022.

Elda M. Espinoza obtained a Bachelor of Science (B.S.) in Biology from the University of Texas at Brownsville. Elda M. then went on to pursue a Master of Jurisprudence in Environmental Law from St. Mary's University School of Law, which they completed in 2020. In addition, they obtained a Registered Environmental Manager certification from the National Registry of Environmental Professionals in February 2010.
