Juan E. Otero

Juan E. Otero is an experienced professional with a diverse background in education and quality assurance. Currently serving as a Career Technical Education Instructor and Utilities Locator Technician at USIC since April 2019, Juan has previously held roles as a Lead Senior QA Analyst and Quality Assurance Analyst at the Visiting Nurse Service of New York from December 1994 to June 2017. Responsibilities included creating and implementing test plans, analyzing functional specifications, and tracking quality assurance metrics to enhance software development processes. Juan E. Otero holds a Master’s degree in Information Technology Data Analytics and a Bachelor of Science in Computer Information Technology from Southern New Hampshire University, as well as associate degrees in Programming and Networking/Electronics from Queensborough Community College and Technical Career Institutes, respectively.
