Clinton Cowan

Clinton Cowan is an experienced professional in government relations and external affairs, currently serving as the Director of Government Relations and External Affairs at the USO since December 2021. Prior to this role, Clinton held various positions in the Office of United States Senator Tom Udall, including Legislative Assistant, where responsibilities included advising on policy, drafting legislation, and managing appropriations processes. Additional experience includes legislative support roles for U.S. Senators Martin Heinrich and Tom Udall, as well as research internships at prominent organizations focused on nuclear security and nonproliferation. Clinton holds a Master of Arts in Nonproliferation and Terrorism Studies from the Middlebury Institute and a Bachelor of Arts in Political Science and Government from New Mexico State University.
