Morrisa Rice

Morrisa Rice, PhD, currently serves as an Adjunct Professor at Old Dominion University and has held various leadership positions at the Health Resources and Services Administration (HRSAgov) since November 2005, including Health Center Engagement Deputy Director, Southeast Deputy Division Director, and Team Lead. In these roles, Morrisa Rice provides project management expertise and oversees analytical staff to align with agency goals, while also advising on policy issues to reduce sex and gender-based health disparities. Since March 2007, Morrisa Rice has held the rank of Captain and Commander in the Commissioned Corps of the U.S. Public Health Service, contributing to national health protection efforts and emergency response operations. Educational qualifications include a PhD in Health Care Administration from Walden University, an MA in Health Care Administration from Hofstra University, and a BS in Biology from Spelman College.
